Can a regulator fail as in letting too much gas through??

Had the gas valve stick on my fridge, gave it a tap. To try to free it. Still had 1.4 volts to it. But think the burner is extra noisy and with the fire on? This happened.

Never seen a regulator freeze up like that before, only the outside of a gas bottle, others will know more than me, but I would get it and the fridge burner checked out pronto.
Basildog will know what the problem is. (y)

I had that problem on a faulty safefill bottle that overfilled past the 80% level, it was putting liquid gas through the regulator rather then the vaporised gas. Had to change the regulator and safe fill changed the bottle under warranty.

Looks like same regular i had fail on mine.Yes you can get too much gas going the appliances. My hob burners were like flame thrower.lucky i has a bottle reg so bypassed the old one untill i could replace it.
