I'm in Anglesey and I have two laptops. One is my old HP and I have a Dell.
I use my phone as tethering access point, the Dell is always buffering (netflix) the HP works fine..

Both use the same phone to access the internet...

Thoughts as to why the Dell is buffering?

Poor wireless circuit not giving fast enough throughput for streaming.
Run a speed test to compare.

Speed check

HP
Download 17.74 Mbps
Upload 2.41 Mbps

Dell
Download 8.12 Mbps
Upload 2.53 Mbps

Ok. You would need to do a full comparison of both specs including the graphics drivers. A system cleanup on the slower wouldn't do any harm and close any unnecessary apps that may be taking system resources.

Found this. Uninstalled SmartByte, speed doubled..

DELL Inspiron 15 5570 WIFI VERY SLOW - Frustrating

I found the solution! finally!!!
I turned off SmartByte and my internet speed doubled!

Now that your internet speeds are similar... you might want to check that your Netflix app is set up the same way and/or video players.

Video player - have they both the same cache size
Netflix - are you streaming the same quality... eg, if your Dell was set to best & your HP to medium.

Watching Amazon Prime yesterday, I noted the best was over 6gb/hr, the next level down was 1.5gb... quite a difference.

Although the download speed is only ½ of the HP it's still fast enough for streaming without buffering. It could be it keeps dropping and reconnecting the WiFi.
