Really depends what you are in to. For Latvia, Riga has a stop over just across the bridge from the old town with all services. An easy enough walk or cycle across.
Tallin has the marina aire which is fine to park up but doesn't have all the services. Loads of campsites that are pretty basic and a lot of the roads can be a nightmare especially in Latvia.
I found myself drawn to a lot of the old soviet era sites... KGB museums, old missile silos etc. I've a couple threads on this on this part of the forum already. The Air museum next to Riga airport is well worth a visit if you are in to that kind of stuff. Biggest helicopter I have ever seen, I am still convinced it wasn't able to fly
