What would be the incentive for a manufacturer to hand over such a document to a non-franchised dealer? None that I can think of...
How can applicants have access to the original, embossed or not? Would it not be found in a drawer, in the HQ of where the thing was built? That could be anywhere. And embossed by whom, with what? Surely a certified document from another country has no legal weight here. Surely it's held by the manufacturer and is but a single copy? Would Rapido et al not just turn round and tell those applying to take a running jump; especially the French! "Eeess nut ma problem Eeeenngllisshh type pursun, booger uff bac to leetel old eeengland!" in a monty python style of course...
Unless of course each seperate UK based manufacturer's HQ has a specific, certified version of a C-of-C? It would seem a bit laborious if that were the case, especially within the EU. One of the benefits of EU standardisation is that we are supposed to be free of this kind of bureaucratic red tape; A C-of-C if issued in Europe should be valid in Europe, Anywhere. At least for a few more months anyway. I mean who the XXXX do these people think they are!?
The DVLA is nothing more that a bloody Welsh job creation scheme, absolute bloody shower as Terry Thomas used to say! Of course we must never forget that self perpetuation is the underlying purpose of all bureaucracies, not to serve, but to entrench, consolidate and expand, like scrot-rot!
In answer to earlier questions. Yes, I did consider contacting the DVLA, but they won't speak to me as it's not my m/v, data security and all that. Anyway, why should I? It's the dealers job not mine. If I was going to go down that route I may as well have imported it myself and cut out the middle man. Plus, the idea of having to deal with some slow, disinterested, poorly motivated, underpaid, undervalued agency worker on minimum wage, who probably couldn't give a monkey's, just doesn't appeal.
RANT! - I think that's the real problem right there. All our agencies and services have been privatised, emasculated, out-sourced, sold and trimmed down to the bone in the interests of 'efficiency' but I prefer words like, abdicated, abrogated and abandoned (I will get to the other 25 letters)! They are shadows of their former selves lacking in expertise, a service ethos, knowledge, experience and a desire to actually provide a decent service. It's a race to the bottom. Overseen - as nobody manages - by accountants, HR wasters, lawyers and consultants who have no experience, these secular apparatchiks with their spread sheets and buzzwords know the cost of everything but the value of nothing, specialising only in implementing death by a thousand cuts. Only the service user suffers...
