Tarragona to Biaratz

Could do with some help time is not a issue .
Is the most scenic route suitable for MH or am I best to stick to Ap roads
 
My normal way would be up the toll free motorway from Valencia to Zaragoza then on the non motorway roads to Pamplona and cross the border @ Irun and up the coast road to Biaritz.

But since you are further north at Taragonna I would go via Lleida, Huesca, Java then Pamplona. This is pretty scenic as is the suggestion below.

As an alternative you could cross into France via the Somport Tunnel and then along to Biaritz but I have also enjoyed crossing from Roncevalles to St Jean Pied du Port, when following the Camino de Santiago. Both enjoyable drives.
 
I would do the scenic myself.
As has already been said and the route I would normally take but from lower down Ampolla/Tortosa/Lleida/
Huesca/Sabinanigo/Jaca/
Canfranc.
Maybe worth a visit to the Pyraneean railway station museum at Canfranc Estacion.
Good stops along the way if needed free motorway and good free Aires. (Sabinanigo €4 Inc ehu, water and W. dump.
Your set up for the tunnel then at Sompot and into France.
Free aire at Oloron St Marie if the French haven't hogged it all again.

If you don't wa t to go through the tunnel then after Jaca take the N240 to Artieda. There is a lovely scenic Aire just outside the old village.
Water and ehu. With an honesty box.
You can then go pamplona and on up to Biarritz
