Could someone explain to me the reason an on-board gas tank of 30 litre volume doesn't have a 30 litre usable amount? I've been told that I'll have 24 litres of usable gas, where's the rest!

I am assuming there is a logical explanation but am relating to a bottle of wine!
 
Filling bottles to capacity is extremely dangerous, the liquid gas needs space to evaporate before exiting the bottle otherwise liquid gas would be released, possibly to the hob or other appliance.

80% refill rule 20% to allow for expansion as others have said my 25litre tank is only allowed 19.3 litres but I have found most pumps won't refill it above around 18 litres

In 2013 the Health and Safety Executive prosecuted a man who had sold more than 700 potentially dangerous adaptors to members of the public, enabling ordinary LPG cylinders to be filled at petrol stations.
