Santander - we often stop at Cabarceno

As you enter the village near the entrance to the Elephant park follow the little road on the right (Between the church and the bar) down to a car park next to the lake. It's free.
It was quiet and only a few minutes walk back to the village.
Bilbao - we usually drive down to Haro and stop on the Acsi site there. Again about 10 minutes walk to the Haro town centre.
