Stealth camping or not so stealthy?

Apologies for the long distance photograph but would you say this qualities as stealth camping?

I reckon the old man who lives in the balcony flat will be able to hand the camper a coffee in bed tomorrow morning (that’s if the forecast gales for here don’t blow his tent away in the night )

sorry - the photo was taken on a not so new phone and was through a window a fair way away from the tent.

It's still there this evening so who ever it is is going to chance another night (not that I mind, there is small motorhome which is constantly there with a man living in it. HE is good at the discretion except when running his gas heating at night - sounds like a mini jet engine running
