Route Burgos to Santander

Travelling across Spain from the South over next couple of days heading to Santander. Its our first time sailing from Santander. I have picked a route to Burgos which I have used before and know the roads. Its from Burgos to Santander that I am not familiar with. Routemap is showing from Burgos to Santander to use the N 623. Is there anybody who has used Santander route clarify if this road is a fast duel carriageway or 'slow boat to China' through all the towns.

The N623 is single carriageway, scenic but involves climbing higher through the mountains. We prefer taking the N627 to join the dual carriageway A67, a better road and not so high.

We accidentally went on that road going home one February, not a road for that time off year although the alternative main road is or was very bumpy.
