Refillable gas bottle - does the capacity take into account the 80%

We have a refillable bottle that shows a capacity of 26L or 17.9kg on the label.

Dows this mean it takes 26L when filled or 80% of the 26L so therefore 21L?
 
Fill until full, refill when empty.
Metering is notoriously inaccurate.

Just what I was going to say. I suppose the only advantage in knowing the capacity is that when you refill you would know how much was left before you refilled so the next time if you have a gauge you have an idea how much is left. As an example when ours suddenly drops to empty I recon theres about 6 days left.
 
Thanks guys. Just being super cautious. The cylinder is currently totally empty so we’ll know the cutoff is working correctly as long as it cuts off close to 26L
