Problem with PWM solar charge controller.

I have a red light on constantly on the solar charge controller. The middle light is showing red all the time. I think it is wired wrong. Only just bought the motorhome, so don't know how things work. We also get a red light in the control panel the V shows up red on the leisure battery, but lights indicate that leisure battery is full.
Here is a picture, please advise me.

The red and black wires. +ve and -ve from the solar panel look to be backwards. That's if the red tape is correct.
You need a multimeter on the wires to check voltages and polarity.
 
Thanks Tonka that is what I thought. I don't know how to use a multimeter, nor does alan, we haven't a clue about electrics. I think it is wired wrong also.
 
I think it is only a basic single stage regulator if you check the connections with a multimeter the input voltage should be around 17v and the output to the battery 14.2- 14.4v.

There should be a safety inline fuse fitted near your leisure battery to protect the solar system.
