Is this a proposed new development, or one that’s actually there right now?

The car parks marked 8 and 9 are existing and have been used by motorhomes in the past but not officially recognised. The boat park, 4 and 5 exists and has water and EHUs.
The town centre which has many shops, pubs and restaurants is a couple of minutes walk.
