I know this is also over budget but as Gumotex have been mentioned I thought I'd plug Advanced Elements hybrids - they have alu reinforcement that makes them behave, imo, like rigid kayaks - they also do sit on tops.
I've used both Gumotex Framura and and AE Airfusion - both great for rivers up to class III, lakes and inshore, estuaries, island hopping etc. For me, the AE is somewhat superior on each but in the sea it is streets ahead.
