Nearest reasonable stopover is at North Yorkshire Moors railway station in Pickering. £10 per night. Catch a steam train into town or Park and ride in Whitby or the carparks at the very back of the Coop

There's a free car park above Staithes which I've over-nighted in before, usually quite but can get blustery

Ignore the "not suitable for motors" and "permit holders" signs, first not true and second applies to village of Cowbar at the end of the road

Access road includes a sign saying no through road except for permit holders and another stating "not suitable for motors".
Just after the parking there is a second sign saying permit holders only, so my assumption is that is where the restrictions start and this is the visitor carpark for anyone without a permit.
