I think you should keep it. You never know when you might need a piece of string 28cm long.
 
Yes, it would be a different question if it were 29cm....

I would keep it but cut it in half.

I think two 14cm long pieces of string would be more useful in the long run.
 
Thinking more about this, it doesn't matter what you do with it because given time you will have forgotten what you have done and end up buying more string, whilst putting that in the back of the cupboard you will discover the old string. there the paradox begins.

Colour would help as well.
Approximate thickness ?
Rigidity ?
Waxed ?
 
I find it a great way to apply my eyeliner, its never been easier, colour the string and wiggle it on your eyelid ;)

or a handy way to fix a dripping tap by tying it around the tap and letting the water droplets be absorbed by the string(y)

You could try selling it to French person, failing that, convert it ti inches and keep hold of it.
