Hymer 1990 problems with headlights

Hymer 1990 B544
We have a 1990 B544 which we are trying to get through a test in The Isle of Man. All the work has been done and the only thing it failed on is the pattern of the headlight, We bought new (oblong headlights for the vehicle) They still are not forming the pattern they need to past the test. There is apparantly a blob of light on main beam which is ok but the same on dipped is not. It is a left hand drive and when we ordered the lights where told they came with directional stickers which I know change the direction of the light. But the test centre says they still do not do the flat line which is required. The light can only deflect through the glass on the headlights so not sure what we can do to change this. Has anybody had any similar problems or know anything we can try.

Meant to say it is a Hymer 1990 B544 Peugeot js
 
Pictures please, also is the lamp seated correctly in it's lampholder?

Is the test for an MOT or for import?
If an MOT and same rules as mainland UK you could set them to LHD and fit beam benders. If for import that won't be acceptable.
