Each region has different regulations. You need to search in the region(s) you want.

Spain is a federal country, a bit like the USA.
Each one of the 17 semi-autonomous Regions across Spain issues its own fishing licence, valid only in that region so you'll need to Google for how to obtain a licence for the region you're going to fish in.
One hint : DO NOT FISH WITHOUT a Licence in Spain.
Seprona, the wildlife protection arm of the Guardia Civil are very, very active indeed on patrols in their all terrain vehicles and motorbikes.
Without a licence you Will have ALL your equipment seized, you WILL get a massive fine, payable on the spot or be arrested and held at Police station or jail until paid.
One other tip: Do NOT argue with or get aggressive with any Guardia Civil officers in Spain.
They are not the castrated social servants that the police in Britain have been told to become.
They are a Force to enforce the law.
Argue and you'll be going to hospital before being transferred to jail.
In any encounter with Guardia, smile, keep your voice down and your hands in view.
