My cursor changes sometimes from the usual 45 deg arrow to something that looks like a vertical row of chevrons with a solid bold border on the left.

What am I doing to make that happen please?

When it appears does your page scroll up and down by just moving the mouse/pad up and down without pressing?
 
Try clicking on cog wheel (Settings), Device, Touch Pad, Additional Settings, Mouse Properties and then Pointers. This gives the option for type of cursor.
Hope this works.
 
Found this - don't know if you are on a Laptop, but it might help.

My mouse pointer changes to a pointer with a what looks a small vertical scroll bar. Going into mouse properties and changing it back only lasts for a few minutes before it changes again. While in this changed mode I can not dynamically size windows and it is difficult to properly point.
I have installed another mouse and the same thing occurs. It is in the Windows 10.

I know this is a late reply, but I came across this issue today. After doing some troubleshooting, I identified that a soft button on the touchpad was pressed enabling some type of auto scroll feature. I had to go into the mouse properties and set it for trackpad only.

This was on a Lenovo Yoga Laptop. Hope this helps.

Don't know. Not tried that. I have just restarted and it's normal again.

Dudess - yes, laptop but with usb mouse and keyboard working like a desktop

clicking any button seems to change it back you learn something every day

just tried mine and its clicking the scroll wheel seems to change it to auto scroll assuming you using a mouse
It could be that as it seems to happen when I wake up a sleeping screen with the mouse. Maybe a bit clumsy!

The click any key thing works too. I'll see if that cures it next time.
