At what voltage is a 12 volt battery flat and full please?
 
Some one will probably come on and criticise, but my ubderstanding is as follows;
12.7 v or over is fully charged
12 v or less is Flat.

test is best done after the battery has stood for a while as tired batteries will lose slowly without use.
