Regarding illegal/unlawful.
Refilling Calor bottles is a breach of contract (civil not criminal).
Advice from the HSE (via The Petroleum Enforcement Liaison Group) is given Here. If anything were to go wrong when somebody ignored that advice and/or any notices which the supplier has posted banning filling of portable LPG cylinders then the person doing so would certainly be liable for any civil damages. Whether any criminal prosecution might be brought would be a matter for the police & CPS.
