I believe that's the gas control system, switch down is the summer position, switch up is the winter position switch central is off. Winter position also lights a yellow led.
 
As said above, it's for the gas. On the winter setting the Truma gas regulator is heated to prevent freezing.
I find it really handy for my twin Gas-it refillable bottles. When the red led comes on then the cylinder that was in use is empty. I know then that my auto change regulator has switched to the other bottle and I need to look for LPG refill.
The switch doesn't actually control the flow of gas from the regulator,so if the switch is in the off position the gas will still flow.
