VE103B & German Umweltplakette

Good afternoon folks,

Every year we go to Germany and we typically use a photocopy of the V5C (rented vehicle but the hiring company usually oblige with a copy of the V5C).

We go in to any one of the TUV Nord centres and they look at the V5C, then issue us an Umweltplakette sticker for the MoHo. (The Umweltplakette allows us to enter Low Emissions Zones).

This year, the hiring company are being especially unhelpful and tell us that we will get a VE103 Vehicle on Hire instead (as that's a legal requirement for taking a UK hired vehicle to the EU).

Does anyone know, never having see a VE103, if it contains the info the TUV Nord will need to see in order to issue an Umweltplakette ?

I assume they are most interested in the Reg Plate, the VIN number, and probably the emissions rating of the vehicle, at a wild guess.

I thought I would post some information I have gleaned to help others.

Let's start with some general understandings.

1. There are Low Emissions Zones in various parts of Germany
2. Vehicles need to display an Umweltplakette if they are in these zones.
3. A vehicle which meets Euro 6 emissions for example, must display a green Umweltplakette.
4. Regardless of what emissions class your vehicle meets, it does not give you the right to be in a specific zone. You need to get the sticker for that zone AS WELL !

I typically stop at a TUV Nord Station to get an Umweltplakette.

I normally show them a V5C, and in one section there is an Emissions Status. That's relevant to issuing the sticker.

Now I started this thread about the VE103B, Vehicle On Hire Certificate.

That VE103B does not contain any info on Emissions Status and thus a TUV-Nord station cannot accept it if you pitch up and ask for an Umweltplakette. They want to see the V5C.

I am now in the middle of a bun-fight with a hire company, requesting them for a copy of the V5C, so I can take this with me to Germany. They are getting very snotty and twitchy about it, and I did say they can blank out anything they like, but just leave the VIN, Reg, and Emissions info clear.

I have this fight with them every single year and it's frankly very tiring and unnecessary. I don't understand why if I can find out this info online, decision-makers in hire companies don't know it too. Are they not telling their customers to get the right stickers for the countries their customers might visit in their hired vehicles ? Are the customers even aware ?

6 of one and half a dozen of the other, I suspect !
