tow bar for swift edge 464 2022 3500kg,is there a towbar to carry a vespa scooter around 140kg
 
Not sure about your tow bar for Swift Edge, what I would say is have just removed a tow bar from the Chausson I bought second hand, it weighed just short of 60kg

So just bear in mind what the total weight could be with scooter on board, as I say I am not sure of size or requirements for your particular MH, but the bar does add a fair bit of weight.

I also removed one from my previous MH, again very heavy.
 
I don’t think I have seen a vertical load rating of any towbar above 150kg so unless built as a bespoke rack you will almost certainly be overweight with the scooter and a suitable rack connected to it. This also needs consideration of the payload of the van.
A trailer may be your only option.
 
You could try contacting www.easylifter.co.uk who do scooter racks for tow bars (as has been said , the pay load needs watching), there is a dedicated Motorhome/Camper Scooter trailer advertised for sale ,at the moment, by wildstar , in the classifieds section on the top line of this page that may be a better method to use for transporting your Scooter.
 
The back axle would be overweight as soon as you loaded it .

Westfalia assembly, 150 kg loading rating. It comes with the certification specs and docs. I have one but I do not know if it will fit your van, I have a Boxer PVC. Most other tow bars are around 100 kg. Try calling PF Jones or Watling and just tell them the load rating you require. My watling scooter rack weighs 30kg (24 with the ramp put inside the Van) so that’s an indicator of the payload you will have left.
 
I just bought a scooter rack from Dave Cooper, load is stated at 115Kgs. Weight of the rack is supposed to be 35Kgs. It fit's to the tow ball flange. Using it now in Euro.
 
Wowsers didn’t realise they weighed that much. Ours came with one that the previous owner had a bike rack on so maybe I’ll think about removing it too seen as though I’m watching the waistline whilst adding toys. Just need to find where the cabling plugs into at the front and check disconnecting it doesn’t throw up any errors.

Look at Armatige M/Bike trailers , compact and will safely take the weight without straining towbar and back axle
 
Unfortunately, as others have said you'll not manage to get that scooter, plus rack within the 150kg you'll find on towbars (and then only if you choose carefully).
I've got the same problem with my van, and car. It's either get a lighter scooter (e.g. Suzuki Address 110) and choose a very light rack, or use a trailer. I use a trailer, but then I'm normally pulling a much heavier bike - only my trail bike weighs less than your Vespa.

It's annoying on my Range Rover though; exactly the same vehicle, same tow bar, same suspension etc. can take 250kg in Australia as their rules are different. That'd be plenty for some of my bikes. As it stands, in the UK it's limited to 150kg.
