Reducing size of jpeg image (1 Viewer)

Hi I'm applying for a crit air sticker and have to reduce the size of the scanned image of my V5 to maximum 400kb. I've messed about all morning and haven't got anywhere. Please help. Husband may leave me as he thinks I'm playing about
