So their purpose is to confuse, and hope that you slow down in your confusion...
A bit like our painted-on speed bumps. I suppose you could treat them as a "check your speed" warning.

Its probably going to work for a while ,as its only acting at a subconscious level , those that are intentionally speeding wont be bothered by them , and the ones that are affected will get used to them and revert to their normal lack of attention JMHO .
