Is this a new ban or have we already seen it?

The first bit reads:
"Motorhome and campervan owners face new 8pm to 8am rule in England"

And it goes on to talk about charges.
 
Sounds like they have had a negative impact from too many of the wrong sort of people in vans being attracted to the area and are trying to address the problem.

Doesn't seem entirely unreasonable to me, even if it is regrettable.

It's the few spoiling it for the many. (Wife and I used to litterpick in our village in the UK, we'd fill a bin bag on one 1 mile section of country road every 6-8 weeks. When we thought about it, the volume of traffic and the amount of litter...it was probably less than 1 in 100 who actually littered but "Bloody motorists throwing their rubbish out of their car windows" was oft cited at Village Council meetings)
 
I wouldn't believe a single word that comes out of Birmingham Live. They are constantly forecasting severe weather for the whole country and nothing ever happened, not once! They're playing for clicks. In fact many sites that have the word Live come out of the same stables with the same crap. An example being, Britain to get 92 hours of constant snow.
What happened? A cold front moved down from northern Scotland and gave snow showers which moved all the way to Devon over 3 or 4 days, never causing any problems anywhere. Best avoided (y)

Littering and "using the local land" as facilities. Its funny but in all my years motorhoming I have never felt the need to spread litter about or empty my cassette in the dunes, marshes or wherever we apparently empty them nor do I know anyone else that has. There never seems to be any direct evidence that "we" are the culprits either.

That said, I can see why too many motorhomes would annoy locals anywhere.
