Yes they might state all this & it has been in force here for a couple of years & we don't "need " one when travelling in the EU but it is far simpler than trying to explain to a gendarme or the UK old bill that the only certificate of insurance you get here is the first one & each renewal is automatic via the bank & it is the receipt from the bank showing policy number, registration number, payment amount & renewal date from & to which is the official renewal of the certificate. Doing this on the side of the road when all documents are in spanish , & they don't speak or read it will take days.
Green card does it in seconds.

At least you get one certificate. We just get an emailed copy. Try explaining that to the French!!! I think they’re still charcoal and slate.
