Not all mobile services will allow calls to 00800 numbers. I think it's because the 00 is international, goes through to their Italian call centre.

I also have alternative numbers of 0333 202 1873 and 00 39 02 44412 160 for Fiat Camper Assist but I have always got through on 00 800 number so I have not tried the alternative ones.

Used the ...1111 number a few weeks ago and it went to an answering service in Italian. An alternative number is given in the handbook below the ...1111 number. It is +39 02 4441 2160.
It worked fine.

I've used the 00 39 one as my mobile service won't connect to 00800 numbers.
