I carry a small scooter on a rack at the rear of my MH. Has any one any suggestions how to boost the rear suspension without too much cost?

It's not clear what you mean by 'boost' but assuming you mean stopping the rear suspension dropping too low you might investigate more progressive bump stops.
The Ducato has them anyway and they make contact with the spring after quite a small amount of wheel movement.
However, their shape governs how stiff they are per unit of compression.
You may be able to get uprated units.

eBay ducato air suspension. £279 ish DIY fit. Thats as long as you have a standard fiat chassis and not an alko.
