Couple of questions
what was the dad 'in to' ?
Did he work on cars or bikes ?
Did he have any sort of machinery at all ?
What did he do for a living ?

It is not home made that is definite.
His job was a mechanic then bus/coach fitter.
When he retired he used to like to go to auctions and sometimes bought boxes of tools as a job lot so this was most likely in one of these boxes as I said hoarder/collector.

I have just shown the picture to a mate of mine.. He took one look at it and said...
Aint surprised no bugger knows what it is.. Dunno if it will still be listed but it is one of a set you could buy to help set up the clutch bands in Borg Warner 35 box's..

Now I have absolutely no idea if he speaks the truth but he used to work for Cummins many years ago and I know they used the 35 extensively..

Looks like an internal measurement tool....
Wind it out till it touches the sides, then measure exact with external micrometer (y)
Not a measurement tool of any description.
