Whoa there! . It is not now, it was only in that somebody challenged it in court but only between certain dates up to Decembe 19th 2015.
The TRO was wrong and worded incorrectly being based on non existent roadworks . However it has been redone to get the Law correct and therefore stands now. IF you were caught and fined or forced to do a speeding awareness course for an 'offence' before Decembe 18th then you can apply to get it put aside and fine returned.

No, but someone of the more simple members might decide to do 70 down the hill and not get caught out. It is the stupidity of the setup and the fact the green lights at the roundabout lead truckers from the continent to drive straight over regardless of the traffic going around the roundabout, as they think they are light for the roundabout and they have priority. The town still gets blocked up as the road works along Snargate Street A20 are causing holdups coming out.

Another reason methinks to use the Plymuff ferry to France.
(That, and the lack of 300miles+ in getting there)

Can you be credited with a speed awareness course?? That would be handy if you got nicked again, you could just hand in the credit note.

I nearly got caught out by that limit last year when Op Stack was on. The lorries obscured the speed limit sign and I ploughed on at 60. Only the sat nav complaining slowed me down before the first camera!
