In the USA, with their lawyers. Not a chance.

Someone tries to steal bike, gets a dose, staggers into road, dead.

many many years! since I was a kid
why stop at the smell, a cloud of semi permanent dye to mark the thief would be a good idea too, as seen in cashboxes

I have two spray bottles of a bright red dye that take two days to start to come off, it is safe and legal, even here. but what a mess it makes to the attacker / robber/ mugger. reference ; Farb gel spray.
Only a few quid a pop and very small and light. on in house the other by the door of the van.
