I've just tried it again and it worked...

Open link...click on 'ce lien', when it opens click on it with 'right button'...click on PDF with left button...
click on 'telecharger le document complet' ...and click 'telecharger'

Open link...click on 'ce lien', when it opens click on it with 'right button'...click on PDF with left button...
click on 'telecharger le document complet' ...and click 'telecharger'

Nope won't open, android phone. I think it needs Adobe flash installed but it ain't supported by android any more.
