as we already knew.

A frames are not legal in the UK, but at the same time, they are not illegal either.

A frames are TOLERATED in the UK and until recently they also were in France, Spain and Germany.

the DoT and DVLA do not make the law....the legal system make the laws.

I think that is a very useful post. While we know people have been stopped in Spain in particular, this official answer does show the Spanish police were behaving correctly and not just making up the rules to suit themselves.
We tow a car on an A-frame in the UK and find it useful here, but don't bother elsewhere. If an occasion arose when we needed a car (never has yet), rather than just driving the MH wherever we wanted to go, then car hire is pretty cheap compared to the hassle and fuel required to tow a car thousands of miles.
