Southport scouts campsite

Been to southport today and noticed several motorhomes parked on a site owned by the scouts at the side of the pier, does anyone know if this is open to the public

You can park next to the amusment park £8 a night , water, cassette emptying ,Ehu is availabe , but dont know how much , 100 mt from morrisons .....
We looked at the Scout site , it is quite noisy being so close to the road , but good view of the lake ,
