How the flip do I stop this frommoving?

Do I need to somehow remove the covers and put a new nut and bolt through?

Of course. I have velcro in the garage actually. It looks to have had a pair of nut and bolt through but trying to remove the headrest was near impossible.
Velcro will be much easier. Thanks
