Dometic covers

When I bought my Motorhome a "Previously Enjoyed" Elddis Firestorm inside I found 2 plastic covers that I have since realised fit the Dometec vents on the exterior oh:,my question is when do I use these covers ? Also on the exterior next to the fresh water tank cap there is a plastic hinged lid with a small (1/2") round opening beneath it,is this so the tank can be connected semi permanently on a site that has water feed to each pitch,if so what do I need to connect up ?

The covers are used in winter only.
There,s a submersible pump that connects in the socket under the cover so you can fill your tank when on your pitch by bringing water to the van in a container and pumping it in, rather than move the van.
Can't be more precsise cos i havn't got one, we use a couple of flat hoses or a watering-can.
