I've noticed that some Fiat Ducato based MH's have an option to increase the max weight from 3500 - to 3800kgs. On one of the MH's I saw this the option cost was only €200, I asked at a MH dealer and he said that it was paperwork only and that no mechanical changes were made, i.e. the base unit are already good for the 3800kgs.

Can anyone shed some light on this ?

The process of "Up Plating" is a common one and quite forwardly done by SvTech.

You can go up to more than 3800 I went from 3.5 to 4.2t on our last van. It is not always just a paper exercise though, occasionally it can involve an inspecition.

Tax becomes cheaper as you become a PLG.

Of course there are some issues surrounding eligibility to drive due to age, either to old, or now more commonly to young.

Most Chassis are capable of 3800kgs or some more but as some licences only allow 3500kgs, they drop the weight to make use of this fact. they do not alter the chassis hence to upgrade is only a paper exercise in a lot of cases.
