I am thinking of adding in a couple of the following sockets to the dash board.

http://www.ebay.ie/itm/Waterproof-D...847486?hash=item3f509479fe:g:qm4AAOSwMmBVrKCE

One will be in place of the cigarette lighter and I want to use that supply circuit.
The circuit has a 15 amp fuse and and has the clock, central locking, radio, and cab interior lights already running from it.

So question is, could I safely install and use two sockets from this circuit.

I want to charge a sat nav and a few phones from them

I've fitted a couple of the gizmos in the OP - they work well. However I've done two things more:
I replaced the original circuit, which is driven from the vehicle battery and ignition controlled, with a circuit from the electroblock and hence from the leisure batteries. I put a switch in the line so that the USB sockets were not on all the time. The reason for the latter was that the first one I installed failed/burnt out; it seems the built-in transformer consumes current even when nothing's plugged in.

Yes.

USB output is 1 + 2.1 amps at 5V = 3.1 x 5 = 15.5 watts. Call it 18 watts to allow for inefficiency. That's 18/12 = 1.5 amps at 12 volts.

The cigarette lighter socket it is replacing will take at least 8 amps, maybe even 15, so the USB sockets are a much reduced load. You could wire in 5 of these critters and still not be exceeding a cigar socket (5 x 1.5 = 7.5 amps)

That blue led is seriously bright at night & will use some power so I put a switch to isolate when not in use.
