A Woosh bang
I suspect the wiper arm drive linkage or gear box is stiff/tight.

The fuse is blowing because the motor is overloaded which makes it heat up and draw more current .. thereby overloading the fuse which will melt.. or blow.

A single wipe won't blow the fuse as the motor won't have heated up sufficiently ...

sounds like the van has been stood for long periods and wiper mechanism is partially seized, try a drop of penetrating oil on the various joints/bearings etc. should cure it.
