Looking to spend time in UK 2003 preferably near a town and coast but not essential next January February.
Can anyone recommend a site with appropriate facilities for winter stopovers ?

I think I'd be a bit more specific what you mean by winter facilities. I know there's a site near us where workers at a local mine stay in caravans over the winter I think there's hookup but no toilet block. It's near Whitby.
 
In Norfolk, The Hollies Kessingland just outside Lowestoft usually do long stay deals.
Site access straight to the beach , down steps, easy walk to Morrisons, Aldi and the range.

not too far from home is Whitemead country park, open all year, indoor pool, sauna, hot tubs, steam room, bar, and bar food.

decent pitches, walk into the village for a couple of pubs. great walks and cycling.

Riverside Caravan Park, Plymouth is a full facility site, open all year round and level walking distance to the park & ride busses into the city. Cofton Holiday Park at Dawlish is another possibility with a couple of pubs a short stroll away by the harbour in Cockwood and a bus stop near the site entrance.
 
There are many sites open all year through the CAMC (list on the Web site) Brighton is great. These sites have heated shower blocks. Down side you can only stay three week periods, leave a night and then back for another 3. You will get an off peak rate until the Christmas and New year time, when you will be skinned alive. Where ever you are make sure you have hardstanding and the access road is also gravel/Tarmac. Also unmetered EHU, to run an Oil filled Electric heater and dehumidifier. I have done two Winters in the UK and its tuff and the van gets very damp inside from the general living use.
 
We spent two lockdowns at Carnon Downs in Truro. Great site, Beefeater across road, bus top by entrance, Spar with butchers 5 min cycle, great shower and laundry facilities. Also, great cycle routes to Truro and across the peninsular

Chertsey CCC is usually open all year, it's currently closed for a refurb but is scheduled to open in the summer, max 4 weeks stay, but pop down the road to the Twynersh pub stop for a night and then come back, discounts for over 60's members. Petrol station shop across the road for emergency items, pubs a short walk Sainsbury's down the road all on the banks of the Thames.
