Anyway it's a USA Diplomatic plate

The first set of three numbers identifies the Embassy or International Organisation then the letter 'D' or 'X' followed by the second set of three numbers (the serial number) commencing at 101 for Diplomats, 400 for non-diplomatic staff of international organisations, and 700 upwards for consular or other non-diplomatic staff.
