Where is everyone in France?

Been touring France for just over 3 weeks now. Driving or walking through little villages, no-one to be seen. Houses all with blinds pulled down. Cities also very quiet, a struggle to find coffee shops. Everything closes down between 12 and 3 for lunch it seems. Did someone warn them we were coming?
