    I think Its part of an awning, used to support the half opening of a zip in window so that it folds over it.

    The hooks latch into hoop stitched into the zip sides.

    But, I think the technical term is "A white stick with a hook at each end"

    ... looks like what you hook on a loft opening in the ceiling to push it up and then hook onto the pull down ladders to bring them down.
