I need to order some more of the twist to lock clips/rings that fit into the metal track (like the one the bungee on my bike is fixed to) but I don’t know what they are called to search for them.

Does anyone know?

At a guess they are made specificly for the rack bar and will only be available from the rack bar manufacturer who will know exactly what you want. .
Without their company name you're on a hiding to nowhere.

Aircraft seat rail track, the seats are held to the rail by a stud version of what you have. The ring version are for tying cargo down. How many do you need, I may be able to let you have a couple for free, they fell into my toolbox before I retired.
