What’s the second cable

Hi clever people, we are in Sweden, a Norwegian van has pulled in, it’s plugged into electric, Where cable goes to van a second one comes out and attaches to front bumper. Anyone any idea what it’s for.

I recall to talking to a Swedish colleague once who said the cars are wired with mains electric oil sump and drivers seat heaters for those long dark winter nights. He said some places have EHUs so you can plug in while shopping/at restaurants etc. your car is warm when you get back - frost free and the engine oil has not turned to treacle.

Underbonnet space heater, feeds hot air into the heater intakes it will also have a heating element in the cooling system & sump.
