It's a question of supply and demand, after all that is what capitalism is all about.
If local councils and in particular Parish councils could see the economic benefit of an Aire in their Town or Village then they would be failing their Town or Village by not considering it.
The problem is, that it is difficult to justify, firstly because demand has created the birth of the CL/CS which I believe we all should support. Secondly, because an Aire might be free to the user, someone still has to pay to maintain it, which would make it difficult to justify to the rate payers of the community. Having been a serving Councillor, asking local businesses to help fund community programs, is like banging your head against a brick wall.
After all many of the Aires/Stellplatz in high volume tourist areas are fee paying these days any way, very much like a CL/CS.
To say Britain would benefit by encouraging more foreign motorhomers, if free Aires were available, is really IMHO a non starter. Britain is an island, we have to cross the water to see Europe, the Europeans don't. France and Germany are transient countries and motorhomers ,often have to stop on their long journeys, so for Villages and Towns just off the main routes, it makes good economic sense to encourage, those weary travelers, to stop over in their Aire, rather than in a Motorway service. Especially in winter time, when these travelers are heading for warmer climes in their thousands.

Who really wants to come to the UK in a Motorhome in the winter?
Many UK Motorhomers don't, because there are literally hundreds who head for Spain and Portugal when the weather starts to turn, just like thousands of Europeans.
Free Aires in Britain? Not very likely!

All I see is more and more restrictions.............. to even parking and maybe that will put existing and potential M/Homers off............ in this country anyway

..
There is far more daytime parking available for motorhomes than there was 9 years ago - and far more publicity regarding it on council web sites.

If you find a nice pup in the UK & ask the landlord if you eat or drink there can you stay on there car park they will say yes 90% of the time.
