Is the power to the pump turned on?

Can you hear the pump run?

Is there water in the tank?

Have you checked the frost valve?

Is there water running out under your van?

Building on Landy Andy thoughts above and they all look OK.
Assuming you are still getting spluttering I would guess at a leak \ drain back to tank in the system.

If the van was completely drained for the winter with the taps left open and the boiler drained, then a reverse procedure is required.
Fill up the onboard water tank from an external source, first making sure any drain taps are now in the closed position. Same for boiler: check drain taps are closed.
Next, switch on the 12v circuits as this is from where the pump Will be powered and will put water into the whole van pipe system, but first let the boiler fill to capacity.
Then close the hot taps to any sink etc if open, and allow the full van system to fill.
When water runs free from any open cold tap, turn it off.
Pump should now stop pumping water.
Then turn on the Hot taps but water won’t be hot until boiler switched on, but boiler needs to be full first.
Continue to open and close hot and cold taps and the shower until water runs completely freely from all the taps on opening and this way you can be sure that all the air is out of your pipework.
Then you can switch on the boiler as you will now know it is full of water and can’t explode for being dry.
At least this is how I do it in our van.
If pump is working, just sounds like trapped air in the system.
Hope this helps.

What might be wrong depends on what type of system you have. There are two kinds of pump used in motorhomes. Diaphragm pumps have a one-way valve at the inlet and outlet of the pump chamber.

Submersible pumps have a couple of high-speed impellers to push the water through. They need a one-way valve to prevent back-flow. If the valve fails, water drains back from the pipes and the boiler, sometimes even emptying the boiler completely.

What happens is, the water pipes and boiler fill up ok, maybe a bit slower than usual. Then over a period of hours the water drains back into the tank, and you are back to square one. You have to start the whole process of filling up the pipes and the boiler again.

Normally when water splutter it could be two issues:

1) Air in the system.
2) Air getting into the system via leak.

if you have ran all the taps and it still splutters check all the jubilee clips had the same issue with my van and one clip was slack and letting in air.

Regards.
