Water Pump pumping but no water?

I’m a newbie
First weekend away this year in the Eldis Autoqueat 196, filled the water tank on arrival, pressed the pump button, started pumping but no water from any taps or to the loo? Just had a hab service with no issues raised, filter looks clean every thing seems just as we left it when we drained down for the winter (Dec) but we’re filling bottles from the campsite tap! Looking under the van this morning can see water pouring out of a “black box” under the van, NOT the water tank but on the opposite side under where the fridge and sink sits, small spout from this box is pouring water out when the pump button on the control panel is pressed? Any help or thoughts would be appreciated!
 
Valve is closed but the water seems to be coming from a tube on the “black box” which looks like it is threaded to take a plug? I did jerry rig a plug and tried the pump but still no water from the taps. Wary about plugging this tube in case it’s a safety feature for the Whale heating system?

No pipes loose, drain tap closed and dump valve looks closed too, photo shows the “mysterious” pipe!

Check the button is pushed in on the dump valve as well as the tap being in the closed position.
