Is the fuse blowing when you replace it? The pump should only operate for a short time when your taps are closed and then the water pressure switch should stop the pump. Could be a faulty switch, or loose connection. You should not hear a click where the fuse is, the click may be a relay for the pump. This could also be an issue, how old is you van?

The drawings I have found show a Sargent EC176 unit with the pump power on a purple/black wire going to the pump unit (with integral pressure switch) and the negative connection white/orange. You need to find you pump and check these connections and see if you have a 12V supply.
